Saved provider and Secure-LLM keys now apply across all pods

A saved provider or Secure-LLM API key now works on every pod. Previously a key was known only to the pod that handled the save, so another pod could reject it moments later with “no API key available.” The same gap affected the Secure-LLM fallback, which could quietly fail to engage on other pods — sending a policy-flagged message to the ordinary model with no indication. Every pod now learns about a saved key, and the pages that check for one read it from the database rather than local memory.
