Smart router learns from answer-version switches

The smart router’s quality score now also learns from how you use answer versions. Switching to a version from a different model counts as a preference vote for that model, and re-answering with another model counts against the one it replaced.

These implicit signals weigh 25% of an explicit thumbs vote and appear separately in the admin routing dashboard, so you can see how much routing is shaped by behavior versus direct feedback.
