Self-host licensing and tiered billing plans

Gateway now runs in two deployment modes behind a shared billing surface: managed SaaS and self-hosted. Self-hosted deployments validate against a JWT license that works offline, with upload, validate, and info endpoints for license rotation and inspection. Three default plans ship — Free at $0, Pro at $49 per month, and Enterprise at $199 per month — and a payment-provider interface accepts a mock driver for local testing, a Stripe integration, and the offline license driver. Feature gating is enforced server-side through a plan-feature dependency, so a downgrade takes effect without a redeploy. Kubernetes manifests are available as a Kustomize base with a production overlay for self-hosted installs.

No action required for existing SaaS tenants.
