Pending PII appeal counts in the admin sidebar

The admin sidebar now shows a badge with the number of pending PII redaction appeals, so reviewers can see outstanding work without opening the queue. The appeals queue tabs show true per-status totals from a single grouped query, rather than counting only the currently filtered rows.
